Closing ceremony

It’s always the same old story! Once you have caught up the rhythm of things, the conference is already at a close. The morning is devoted the ever-important conclusions of he rapporteurs, presided by Albert Hofmeister. Mr. De Vries exposes his views (in English), followed by Mr. Bozkurt (in French) and finally, Mr. Bonwitt, the Rapporteur General concludes with the substance of these three days of debates and what he has in mind for the future. Indeed, the conference may be almost over but that does not mean the story ends since the format of this particular conference calls for a three years follow-up on the issues and hopefully, concrete recommendations in a shape that still has to be defined (probably a white book). So, be on the look-out for an announcement in the near future.

After a short coffee-break and the announcement of the next conference (by Ms. Joanna Nurmi t(he beautiful Helsinki will be our host), the conference is officially closed by the Chairmain of TODAIE , Prof. Isbir and by Mr. Loretan, followed by the traditional exchange of gifts. Our last duty is a family portrait on the stairs of TODAIE and a relaxed crowd smile at the camera, say “Good-bye” to each others or “See you tomorrow” for those of us who will be taking the conference excursion.

For the IIAS team, it’s the only opportunity to see a bit of Ankara. We had a plan to visit several places but instead decided to wander in the area of the Roman Baths and ruins. Getting lost is probably the best way to take in a city’s atmosphere! And how different did the neighborhood looked compared to where we are staying! After a little bit of souvenirs-shopping; it was time to go back to the hotel and get ready for dinner. We were the guests of Mr. Bozkurt who decided to take us to a park just outside of Ankara.  On the way there, we could witness how quickly the city is growing… Maybe a theme on the management of new urban  areas by the Public Services would be interesting for a future conference?

At Cruise Speed

Day 3 in the conference already and staff and attendees have finally settled into the rythm of things. The presentation of Mr. De Vries, one of the fellow rapporteurs, has drawn a large crowd. And when the rapporteurs and deleguates are not discussing the aid to governance and the governance of aid, they review their papers in the garden or gather in an improvised meeting under an umbrella (the Turkish weather has been really kind to us). The coffee break does not really mean it’s a pause as we can witness some of our deleguates sharpening their debates skills before they are back in session.

This afternoon, Mr. Rolet Loretan, Director General, also had a meeting to prepare the future: the 2010 Congress of Administrative Sciences. In March, the Excecutive Committee had decided to award the Congress to the Candidate of Indonesia: the island of Bali. A sizeable deleguation from different Ministries and our member Institution, Indonesia National Institute of Public Administration, was present in Ankara.

In the evening, all the participants were invited to the traditionnal Gala Dinner, which took place at the Ankara Palas, where Atatürk used to entertain his guests (charming old pictures are displayed in a gallery to remind us how fancy those parties were). Another great opportunity for everyone to network and discuss which of the Turks or the Germans will go through the semi-finals tonight.

Deuxième jour

Plus de la moitié des participants ont déjà rejoint les locaux de TODAIE hier. La fin de la journée devrait aider Roxane et Mélissa à avoir une vision claire de la participation effective. Comme dans toutes les conférences, les demandes d’annulation de dernières minutes et les nouvelles inscriptions changent la donne et la composition des ateliers. Et pour coller à la réalité, quelques réaménagements ont été faits. Un début un peu chaotique mais qui a eu vite fait de faire sourire certains de nos participants qui ont fini par y avoir une sorte de jeu de piste. Heureusement, les salles réservées à la Conférence étant bien déterminées, les participants pouvait compter sur le bouche-à-oreille pour les mettre dans la bonne direction. Dans les ateliers de MM. Bonwitt, Bozkurt et De Vries, on “bosse fort” pour reprendre l’expression de Matthieu Fragnoud. Si la qualité scientifique des présentations et des débats continue d’impressionner, les avis sont encore partagés sur le format. La journée se clôturera par le traditionnel panel Asie-Pacifique de Madame Yuko Kaneko (Japon).

Le soir, toute l’équipe (rapporteur et co-rapporteurs compris), se retrouvera dans un restaurant de la Citadelle, la plus ancienne partie de la ville encore préservée à ce jour. Les lumières de la ville s’allume, le muezzin appelle à la prière… Avec toute nos occupations, on a failli oublier que nous étions en Asie!

Et c’est parti!

La première journée de la conférence est toujours un peu spéciale et baigne dans une certaine agitation (préparatifs de toutes dernières minutes, inscriptions des délégués…) et un léger chaos où malgré tout, une fois la poussière du rush des arrivants retombée, tout semble se remettre en place .

La cérémonie d’ouverture marque toujours très officiellement le début des travaux des Conférences de l’IISA. Après avoir été reçu par le Directeur Général de TODAIE, le Prof. Dr. Eyyup G. Isbir, c’est Madame la Ministre Geraldine Fraser-Moleketi (Afrique du Sud) qui nous fit l’honneur d’inaugurer la conférence en l’absence du Président Strehl.

Suivirent également les discours de bienvenue de M. Rolet Loretan, Directeur de l’IISA et du Ministre d’Etat Cemil Cicek, du Gouvereur d’Ankara, M. Kemal Önal.

Enfin, le rapporteur Bob Bonwitt de l’OCDE (assisté dans sa tâche par Ömer Bozkurt de TODAIE et Michiel S. De Vries de la Radbout Universiteit, Pays-Bas) allait expliquer le thème et le format un peu spécial de cette conférence. Au lieu de se répartir directement en ateliers, une séance plénière se tiendrait avant que les participants ne se partagent en petits groupes afin de discuter dans les ateliers de différents sous-thèmes. Une expérience à tempter pour secouer un peu les habitudes établies… Un répondant prenant le contre-pied du “keynote speaker” est également prévu et c’est le le Rapporteur Général qui s’y colle le premier avec une brillante présentation de Merrilee Grindgle, de la Kennedy School of Government de l’Université d’Harvard.

Tous les ateliers seront soumis à ce format.

Après le lunch et au plaisir des retrouvailles, place au travail. Notre DG, Fabienne Maron et Matthieu Fragnoud font les tours des ateliers et les premières impressions sont plutôt bonnes: la pertinence des keynotes et des répondants impressionne et les communications présentées sont de qualité.

Cette journée se terminera par un réception officielle dans une des ailes du magnifique bâtiment de la Grande Assemblée Nationale Turque où le Secrétaıre Général nous reçut au nom du Président de l´Assemblée.  Tous les participants ont pu profıter des délices de la cuısine turque. Un encas bien nécessaire pour soutenir les débats du lendemain.

Statutory Meetings

The statutory meetings as a starter of the annual conference are somewhat of a fixture and this year was no exception.

While the staff was putting the finishing touches on the upcoming conference, the members of the different committees gathered first in ad-hoc groups (finance, programme and research, publication) before the big bone of the day: the Executive Committee, chaired by Albert Hoffmeister, Switzerland, in the absence of President Strehl. And was there some meat to chew on! A budget and a new accounting to approve, review the activities of IIAS’s sister associations, IASIA and GEAP, etc…

The word in the halls of TODAIE after the EC was “Intense and spirited discussions but in a relaxed athmosphere”. It seems that the changes undertook for the past few years are strarting showing results.

TODAIE Welcomes IIAS

After 6 months of hard-work from both the IIAS staff and TODAIE, the big day is finally upon us. The 4th International Specıalısed Conference wıll open tomorrow.

Our first day in Ankara was quite something to remember as we witnessed the exuberence of Turkey´s football supporters as their national team made their way to the semi-final of the Euro Cup of football. Seeing the joy in the streets was quite something to remember. But the next morning, serious work began.  Welcomed by the TODAIE´s staff, the team prepared for Sunday´s statutory meetıngs and the conference that wıll start on Monday.

The deleguates, comıng from 42 countrıes and several ınternational organisations are arriving little-by-little. The countdown has begun!
